Constitution of State Electon Commission and its working

Pursuant to 73rd and 74th Constitutional amendment made in the year 1992, Part IX and IX A have been added to the Constitution of India. The superintendence, direction and control of the preparation of List of Voters for and conduct of all elections to Local Self-Government Authorities has been vested in the State Election Commission. The State Election Commission has been constituted w.e.f. 23rd September-1993 in the State to hold the elections to these Local Bodies. With the local Acts having been amended, the Commission carries out the work of delimitation of wards / electoral divisions and allocation of reserved seats in them along with fulfilling its obligation by overseeing the preparation and publication of List of Voters and holding general / mid-term/ by election to Village, Taulka / District Panchayats, Municipalities and Municipal Corporation.

In accordance with the provisions of the rules framed for conduct of election to the Local Self Government Authorities the State Election Commission has designated the District Collectors as District Election Officers for elections to the Panchayats, District Municipal Election Officers for elections to the Municipalities and City; Election Officer for elections to the Municipal Corporations. Powers to delimit the wards and allocate reserved seats in different wards of Village Panchayats have been delegated to the District Collectors. The necessary election programmes for the election are declared by State Election Commission time to time.

The State Election Commission has sustained peoples 'faith in the democratic system of governance by holding general / mid-term / by elections to all the Local Bodies during the last 15 years in accordance with the Constitutional provisions.
